As part of our long-term strategic vision for affordable housing development in the Pacific Northwest, NWCDC committed key resources to this under the name ROC Northwest.
ROC Northwest is committed to assisting owners of manufactured homes in Washington, Oregon, Idaho and Alaska gain long-term control over their communities. We are a Certified Technical Assistance Provider in the ROC USA™ Network to help communities convert to resident-owned cooperatives.
Manufactured housing is some of the most affordable unsubsidized housing available. Traditional communities place tenants in the situation of owning their homes but renting the land underneath. ROC’s engage collective ownership of the land.
Resident co-op ownership is a win-win for both owners and residents. Resident owned communities put control with the residents, allowing homeowners to build equity and creates long-term stability. Simultaneously, resident co-ops provide the selling owner with a fair market price via timely and professional transactions. Depending on State law, owners who are interested in selling to residents can benefit from an exemption for state excise tax, and capital gains tax. Additionally, since no residents will have to move owners can avoid paying any mandatory moving fees.
ROC Northwest’s staff supports homeowners and community owners through the conversion process by:
- Organizing the co-op and establishing a board of directors and committees,
- Arranging financing to the cooperative for pre-development work, purchase and rehabilitation of the property, and
- Training and support to the residents of co-op owned communities.

Duvall Riverside Village: Homeowners in this 25-home manufactured housing community took a big step toward securing their financial futures when they collectively bought their neighborhood as a resident owned community.
Hidden Village MHC: With partners, we assisted the homeowners to establish a co-op to successfully purchase and run their community. We are currently assisting the newly formed cooperative to strengthen their internal systems.
Green Pastures Senior MHC: We provided assistance in organization structure and governance training to residents as they transitioned to a limited equity co-op ownership.
